ALBERTA OPPORTUNITY STREAM (AOS)

Alberta Immigration Nominee Program (AINP) opened Alberta Opportunity Stream (AOS) in June 14, 2018. Alberta Opportunity Stream is currently the biggest stream of AINP. The main purpose of this stream is to address skill shortages in Alberta. Eligible applicants may use Alberta Opportunity Stream as a path to permanent residency. To be eligible, you must NOT be a refugee claimant, NOT be involved in a federal appeal or removal process, AND must met the following requirements:
- Residency status and work permit requirements
- Occupation requirements
- Language requirements
- Education requirements
- Work experience requirements
Now, let’s go into the details of those requirements.
Residency status and work permit requirements
Applicants must have a valid temporary resident status in Canada that authorizes the applicant to work in Canada. This status must be kept at the time of postmarking and also throughout the Alberta Opportunity Stream processing. If you have an implied status or you are restoring your status, you are not eligible.
Your work permit must be either of the following:
- LMIA work permit
- LMIA-exempt work permit, if the exemption is based on one of the following:
– International trade agreements,
– Intra-company transferees
– International Experience Canada
– Mobilité Francophone - Post-Graduation Work Permit (PGWP) (additional requirements apply)
Open work permits are ineligible.
Occupation requirements
At the time of application and throughout the Alberta Opportunity Stream application process, the applicant must be working in an eligible occupation in Alberta. And that occupation must match the applicant’s previous work experience. The good part is most occupations regardless of the NOC Skill Level are eligible. That is, of course, if they are not listed as ineligible. The following are the ineligible occupations:

*Not all occupations under this NOC is ineligible—only the particular occupation listed under the “Occupation” column is ineligible.
Additional occupation requirements for PGWP holders
There are more requirements for Post-Graduation Work Permit holders. If the applicant has an eligible credential issued by an approved Alberta institution, their occupation must be related to what they studied in Alberta.
On top of that, if the applicant enrolled in the program on or after April 1, 2019 AND completed an approved one-year post-graduate certificate, current occupation must also be related to their undergraduate or graduate field of study outside Canada.
In addition to the previously listed ineligible occupations, Post-Graduation Work Permit holders are ineligible for Alberta Opportunity Stream, if their job is listed on the federal government’s list of high-wage and low-wage occupations in Alberta.
Language requirements
AINP accepts the following language test results:
Similar to the federal requirement, the test results cannot be older than two years at the time Alberta Opportunity Stream application was postmarked.
The minimum eligible score is:
- CLB 4 for each English language skill, or
- NCLC 4 for each French language skill.
With one EXCEPTION! If the applicant’s NOC code is 3413 (Nurse aides, orderlies and patient service associates), the minimum eligible score for each language skill is CLB 7 or NCLC 7. This is likely because miscommunication may have fatal consequences in this occupation.
PLANNED CHANGES
On November 1, 2018, AINP announced the following change to take effect on January 1, 2020 for Alberta Opportunity Stream:
- If the applicant’s occupation is listed under NOC Skill Levels 0, A or B, the minimum eligible score for each language skill will be CLB 5 / NCLC 5. Language requirements for other NOC skill levels will remain unchanged.
Education requirements
The applicant must have completed a minimum of high school education in their country of origin.
PLANNED CHANGES
As of January 1, 2021, applicants, with the exception of Post-Graduate Work Permit holders, will be required to have completed a minimum of high school education equivalent to Alberta standards. This means the applicant will have to provide an Educational Credential Assessment (ECA) certificate. Currently, an ECA is not required.
Additional education requirements for Post-Graduate Work Permit holders
For Post-Graduation Work Permit holders, there are additional requirements.
- The applicant’s current job must be related to what they studied in Alberta.
The applicant must be graduated from an Alberta Advanced Education approved Alberta public and private post-secondary institution and their credential must be one of the following:
— certificate or post-graduate certificate (minimum one year
in length)
— diploma program (minimum 2 years in length)
— undergraduate bachelor’s degree
— graduate level degree
— graduate level certificate
— graduate level diploma
The applicant must be graduated from one of the following programs*:
Bachelor’s Degree, Master’s degree, Doctoral degree and graduate Level Certificate and Diploma credentials if completed at one of the following Alberta Advanced Education approved post-secondary institutions:

* Not all Alberta credentials are eligible. Especially if
the credential is for a field of study that is not well matched with
skills shortages in Alberta, the application may be rejected.
Work experience requirements
To qualify to apply to Alberta Opportunity Steam, one of or a combination of the following work experience is required:
- at least 12 months of full-time (i.e. at least 30 hours a week) work experience in current occupation in Alberta within the last 18 months; OR
- at least 24 months of full-time (i.e. at least 30 hours a week) work experience in current occupation in Canada and/or abroad within the last 30 months
This work experience must be in the same occupation as current occupation. If completed in Canada or Alberta, it must be gained under a valid temporary resident status. Internships and co-op work while studying do not count toward eligible work experience.
Co-op work exception for PGWP holders who studied in Alberta
The only exception to this rule is for Post-Graduate Work Permit holders. If the work experience is gained under paid co-op terms as part of a study program at an Alberta post-secondary institution, it may be eligible with the following conditions:
- paid co-op term was full-time (at least 30 hours a week),
- directly related to current occupation,
- gained in Alberta.
Licensing, registration or certification required if applicable
If working as a childcare worker, the applicant must have valid certification as a child development worker (previously known as Level 2) or child development supervisor (previously known as Level 3).
Job offer
The applicant must have a genuine job offer from or an employment contract with an incorporated Alberta employer at the time of application and throughout the processing. It must have the following conditions:
- continuous, paid work,
- full-time (at least 30 hours/week),
- job offer or contract for at least 12 months,
- in current occupation,
- wages and benefits must meet Alberta minimum wage AND
— meet the requirements set out in LMIA, or
— if LMIA-exempt, meet the lowest starting wage for the applicant’s occupation in Alberta, see Alis website, - eligible occupation as per AINP requirements,
- meet AINP work permit requirements.
Ineligible applicants for Alberta Opportunity Stream
Applications from the following people will not be accepted under Alberta Opportunity Stream.
- part-time, casual or seasonal employees,
- independent contractors, business owners or temporary agency workers,
- working at a workplace that is not zoned for commercial or industrial activities, i.e. home-based office,
- employees working remotely from another province or country for an Alberta employer.
